Job Description and Duties:The Office of Enforcement at the Department of Managed Health Care handles the litigation needs of the Department, representing the Department in actions to enforce the managed health care laws. The Office of Enforcement has an exciting opportunity for an experienced, motivated, and committed supervising litigator. The successful candidate will be responsible for overseeing and performing sensitive and complex litigation work for the Department related to health care service plans pursuant to the Knox-Keene Health Care Service Plan Act of 1975, (Health and Safety Code section 1340, et seq.) and its implementing regulations (California Code of Regulations, title 28, division 1, chapters 1 and 2 (sections 1000-1300.41.8 and 1300.43-1300.826)). This position is predominantly responsible for planning and supervising the activities of attorneys as well as providing legal review of matters of the highest degree of difficulty and responsibility.
Essential Functions of This Position Include, but Are Not Limited To, the Following (other Duties May Be Assigned):
Under the Immediate Direction of The Deputy Director, the Assistant Chief Counsel (acc) Is Expected to Work Independently in The Planning, Organizing, Directing, and Supervising of The Attorneys to Ensure that Each Employee Completes His or Her Work in A Professional, Responsible, Accurate and Timely Manner. the Assistant Chief Counsel Is Also Expected to Perform His or Her Own Work on The Most Complex and Sensitive Matters and Produce Thorough and Accurate Work Products. the Assistant Chief Counsel Is Expected to Be an Expert or Possess the Skills and Experience to Be Able to Quickly Attain an Expertise in The Laws, Regulations and Policies Applicable to The Department as Well as Possess General Knowledge of Government, Legislative and Litigation Requirements and Processes. the Acc Is Expected to Interact with Department Executive, Management and Program Staff as Well as With Other Agencies. the Acc Is Also Expected to Interact with The Attorney General's Office, County, State, and Federal Partners, Stakeholders, and The General Public, and May Also Be Expected to Interact with The Governor's Office, the California Health and Human Services Agency, and The Department of Finance. the Acc Is Expected to Be Competent, Responsive, and Professional in These Interactions. the Acc Is Expected to Be Able to Travel Occasionally to Perform His or Her Job Responsibilities, Which May Include Assisting the Office of The Attorney General in Litigation Matters in Superior Courts Throughout the State, Attending Training or Participating in Meetings as A Department Representative.

Working Conditions:
The Dmhc Has Locations in Downtown Sacramento and Rancho Cordova. Both Locations Are Located Close to Light-Rail with Various Amenities. the Incumbent Will Work in A Climate-Controlled Cubicle And/or Office Environment with Artificial Lighting.
This Position May Be Eligible for Hybrid Telework. the Telework Schedule Is Permitted at The Operational Needs of The Department and Is Subject to Change, Consistent with The State Telework Policy and The Dmhc's Telework Policy. All Employees Who Telework Are Required to Be California Residents and Maintain California Residency in Accordance with Government Code 14200.
