The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State's legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other ​​statutorily assigned matters. As Maryland's 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness.

The OAG is seeking an attorney to join the transactional team representing the Maryland Transit Administration (MTA), a modal administration within the Maryland Department of Transportation. The MTA is responsible for operating and funding public transportation across the State of Maryland. The MTA is the primary transit agency serving Baltimore City and surrounding areas. The transactional attorney will help deliver the public projects and essential services needed to serve disadvantaged populations and keep Marylanders moving.

The Transactional Team is composed of five attorneys and operates in two closely coordinated groups. One group is led by the Senior Assistant Attorney General and focuses on construction‑related transactions, including major capital projects such as the Purple Line, the Red Line, and the Light Rail Modernization Project, as well as commuter and freight rail matters. The second group is led by the Assistant Deputy Principal Counsel and handles non‑construction matters such as service and equipment procurements, contracts, grants, and memoranda of agreement. The attorney filling this vacancy will report to the Assistant Deputy Principal Counsel as part of the non‑construction group. While support staff are not formally assigned by team, the Transactional Team is supported by the Office Manager, an Administrative Assistant, and a temporary employee.

This position will primarily review contracts and grant agreements and advise on procurement rules and contract compliance. The position may include claims analysis in construction and similar matters and assisting with transactional litigation. The attorney will be required to independently handle several documents reviews and other assignments, while assisting the office in other matters concurrently. As the MTA's legal department provides a wide range of services, the likelihood of the position taking primary responsibility in one or more unique subject matters is high. In addition to transactional services, the available position may provide advice on public information, open meetings, intellectual property, real estate, environmental law, insurance, and other issues relevant to one of the United States's major public transit agencies. The position offers the opportunity to become a well-rounded legal professional with wide-ranging abilities.

Experience: Candidates for this position will have a minimum of five (5) years of legal experience. The ideal candidate will have experience with public contracting, construction, real estate, or related commercial matters. Litigation experience is preferred. The successful candidate will have a demonstrated ability to work independently while coordinating efforts with client representatives and other members of the legal team. Excellent written and verbal communication skills, organization, and analytical thinking are required.
