Description: The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State's legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. As Maryland's 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness. The Office of the Attorney General is seeking an attorney to provide legal advice and representation to the Maryland Department of Service and Civic Innovation (DSCI). Established by Executive Order in January 2023 and codified by statute in April 2023 (Chapter 99, Acts of 2023), DSCI was created to promote service and volunteerism across Maryland. The Department partners with federal, state, local, and nonprofit entities to expand service opportunities and strengthen communities. DSCI oversees the Service Year Option and Maryland Corps Programs, the Governor's Commission on Service and Volunteerism, the AmeriCorps Maryland State Commission portfolio, and other volunteer initiatives designated by the Governor or established by law.
The selected candidate will support the Principal Counsel in advising and representing DSCI. This role involves close collaboration with the Principal Counsel and other Assistant Attorneys Generals on shared legal matters. Key responsibilities include:
- Drafting and reviewing contracts, procurement documents, grant materials, and applications.
- Advising on compliance with applicable state and federal laws and regulations.
- Providing counsel on the Maryland Public Information Act, Public Ethics Law, Open Meetings Act, and proposed legislation and regulations.
- Assisting with and overseeing minor litigation before administrative agencies or in District Court.
- Reviewing audit and monitoring reports.
- Supporting litigation and other legal matters as needed.
This is an exciting opportunity to contribute to a growing agency dedicated to civic engagement and public service. Currently, the legal team consists of one Principal Counsel.
Experience: We welcome applications from 2025 law school graduates. This is an entry-level position, and no prior legal experience is required. The ideal candidate will demonstrate a strong interest in public service and a foundational understanding of government legal practice. Candidates should possess meaningful academic, internship or clinical experience that reflects the proven ability to conduct legal research and writing; coursework aligned with public law service; a demonstrated interest in and commitment to public service; and litigation or regulatory exposure through law school or internships/clerkships. Familiarity with civil litigation, administrative hearings, participation in legal clinics while in law school and experience interning or clerking with a public law office is preferred. Admission to the Maryland Bar, the ability to waive in, or the eligibility to sit for the Bar exam at the time of appointment is required.
