The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State's legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other ​​statutorily assigned matters. As Maryland's 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness.

The Department of Labor is a dynamic agency with multiple divisions, including Unemployment Insurance, Labor and Industry, Workforce Development and Adult Learning, Financial Regulation, Occupational and Professional Licensing, and the Racing Commission. The OAG provides comprehensive legal counsel and litigation support to all divisions, as well as to the Secretary and administrative units, on enforcement actions, disciplinary matters, defense litigation, and legislative and regulatory initiatives.

The unit is seeking applicants for the position of an Assistant Attorney General to serve as Advice Counsel to the Governor's Workforce Development Board, various workforce boards, and several units within the Division of Occupational and Professional Licensing.

Advice Counsel provides guidance regarding substantive State and federal laws, regulations, and policy for which the client is responsible, including the Workforce Innovation and Opportunity Act of 2014, the Career and Technology Education framework of the Blueprint for Maryland's Future, and the statutory requirements for multiple units regulating occupational licensure and registrations. The position's responsibilities include providing formal advice to the clients and day-to-day advice to staff on a variety of legal matters related to the client's mission. Specific responsibilities include providing advice and counsel on legal issues affecting policymaking and administration; participating on committees and in meetings; reviewing, analyzing, and preparing legislation, policy and regulations; preparing and reviewing contracts and agreements; and providing accurate and timely response to public inquiry. Advice Counsel is also responsible for working collaboratively with other assistant attorneys general assigned to the Department and/or other State agencies.

Classification: Assistant Attorney General III

Experience: The ideal candidate will have a minimum of five years of progressively responsible legal experience, demonstrating a strong foundation in administrative law, regulatory interpretation, and statutory analysis. Experience advising governmental entities, boards, or commissions is highly desirable, particularly in areas involving workforce development, professional licensing, or federal–state program administration.

Candidates must be admitted to the Maryland Bar or eligible for immediate waiver, and must show a proven ability to manage a diverse portfolio of legal matters with limited supervision. The successful applicant will have a record of providing clear, well‑reasoned legal guidance; drafting and reviewing complex legislation, regulations, and policy documents; and effectively collaborating with both legal colleagues and multidisciplinary client teams.

Strong written and verbal communication skills are essential, including the ability to convey complex legal concepts to non‑lawyers in a practical and accessible manner. Candidates should demonstrate exceptional organizational abilities, sound professional judgment, and the capacity to analyze legal issues with precision and creativity. The position requires an attorney who can balance independent problem‑solving with teamwork, coordinate efforts across agencies and units, and respond to emerging issues in a fast‑paced, high‑visibility environment.

The Office of the Attorney General expects its attorneys to demonstrate a sustained commitment to pro bono service. Applicants should have a demonstrated record of meaningful pro bono engagement or a sincere interest in pro bono work as a professional obligation. Once hired, Assistant Attorneys General are expected to fulfill that commitment throughout their employment with the Office through active participation in OAG's Stephen H. Sachs Pro Bono Program or other qualified opportunities. The OAG supports attorneys in meeting the goal set by the Maryland Supreme Court, MD Atty Rules 19-306.1(b), by allowing up to 50 hours work-time to be used for approved pro bono activities.
