Under the general direction of the Supervising Administrative Law Judge, the Administrative Law Judge (ALJ) presides over appeal matters heard before the A Government Entity individually or as part of a panel of three members, consisting of ALJs, Senior ALJs, Supervising ALJs, Program Specialists, and/or Business Taxes Specialists. The ALJ prepares timely and legally correct written opinions and orders applying A Government Entity's Rules for Tax Appeals, the California Revenue and Taxation Code, the Internal Revenue Code, relevant provisions of the California Administrative Procedure Act, other relevant or related laws, regulations, rulings, court decisions, and A Government Entity precedent, policies, and procedures. The ALJ's knowledge of the subject matter covered in the hearings progresses from an entry to journey level, and the ALJ is assigned cases of varying levels of complexity, ranging from simple to complex cases.

Desirable Qualifications:
In Addition to Evaluating Each Candidate's Relative Ability, as Demonstrated by Quality and Breadth of Experience, the Following Factors Will Provide the Basis for Competitively Evaluating Each Candidate:
  • At Least Two Years of Income Tax, Sales and Use, or Other State and Local Tax Experience as A California Licensed Attorney or As an Administrative Law Judge.
  • Prior Experience as An Attorney, Administrative Law Judge, or Certified Public Accountant for A Government Tax Agency or A Public Accounting Firm.
  • Familiarity with The Administrative Appeals Process.
  • Active in The Local Tax Community, Such as Serving as An Officer for A Cla Tax Section Standing Committee, or Publishing Articles Relevant to Tax Such as In the California Tax Lawyer.
  • Graduate Level Degree in Taxation or Accounting, or Hold an Active Cpa License in Any State.
  • Public Speaking Experience.
  • Experience Performing Legal Research and Strong Legal Research Skills.
  • Relevant Experience Drafting Legal Documents.
  • Ability to Follow Instructions and Respond Accurately and Succinctly to The Issues Presented Using Proper Grammar and Punctuation, and Correct Spelling.
  • Attention to Detail and Ability to Follow Instructions, Including the Instructions for Answering the Soq.
  • Strong Legal Research And/or Strong Legal Writing Experience Comparable to Those Essential Duties Described in The Duty Statement.
  • Demonstrate Ability to Work Effectively in A Collaborative Team Environment.
  • Strong Writing Skills with Experience Drafting Legal Memoranda, Briefing, And/or Decisions.
  • Demonstrate Ability to Effectively Self-Manage Multiple Deadlines.
  • Ability to Exercise Independent Judgment and Creativity.
