Position Overview:Under the direction and supervision of Deputy General Counsel and General Counsel, performs technical and legal work; drafts agreements, bills, amendments, resolutions, rules and regulations; collaborates with staff to create funding priorities and plans; evaluates, develops, and validates program standards, policies and procedures; conducts legal research; advises officials and the public.
Essential Functions:
- Drafts legal grant boiler agreements, interagency agreements, user agreements, legislation, amendments, resolutions, rules, and regulations.
- Plans, evaluates, and develops program standards, agency policies and procedures and assists staff in their implementation.
- Serves as legal counsel for task forces, committees, and oversight boards administered by the agency.
- Collaborates with staff to establish funding priorities and develop notices of funding opportunities.
- Serves as Open Meeting Act (OMA) Officer and responds to Freedom of Information Act (FOIA) requests.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications:
- Requires graduation from a recognized law school.
- Requires the possession of an active license to practice law in Illinois.
Preferred Qualifications:
- Prefers one year of experience drafting and reviewing contracts grant agreements or grant proposals.
- Prefers knowledge of the Grant Accountability and Transparency Act, 2 CFR 200, and related grant administration laws and regulations.
- Prefers one year of experience providing legal advice or counsel to a nonprofit, not-for-profit, or government agency.
- Prefers one year of experience responding to Freedom of Information Act requests (FOIA).
