Attorneys performing duties at the GS-15, or equivalent-level positions are expected to perform with substantial independence even when working on the most complex or difficult matters.

- Develops guidelines and a general framework for the formulation of division policies, plans, and programs to ensure the effective conduct of missions and functions assigned to OGC TFP Directorate.
- Work with senior leadership in the development of the organization's overall goals and objectives. Assures implementation of those goals and objectives. Resolves budget and resource priorities; and strategizes for long-range manpower requirements.
- Plans, organizes, and conducts extensive legal research, and renders opinions on legal cases involving extremely complex and difficult questions and factual situations.
- Interpret and apply legislation, laws, regulations, decisions, and opinions affecting DFAS and its customers, on legal issues related to civilian compensation, military pay and compensation, military retirement pay, and other entitlements.
- Detects and determines the significant issues and problems that should be brought to the attention of the Principal Deputy General Counsel (PDGC) and consults with the PDGC and the General Counsel concerning these issues and problems.
- Performs the full range of personnel duties associated with supervision and management such as recruitment, performance appraisals, leave approval, training, position management, time and attendance reporting.
- Participates in conferences and meetings with the DFAS Director, Principal Deputy Director and other DFAS Department Heads and employees of the DoW and the military departments.
