Job Summary:This position is located in the Department of Licensing and Consumer Protection (DLCP), Office of the Director. DLCP's mission is to protect the health, safety, economic interests, and quality of life of residents, businesses, and visitors in the District of Columbia by licensing and regulating businesses, issuing professional and business licenses and permits, and investigating and enforcing the Consumer Protection Procedures Act.
The purpose of this position is to serve as a legal advisor to the Director and the Legislative Director. The incumbent, in collaboration and coordination with the Legislative Director, will oversee the daily operations of the Legislative Affairs Division, including managing the Board Attorneys and the Legislative Affairs Specialist. The incumbent in this position will also advise the boards and commissions, develop, review and draft legal memoranda, regulations, and legislation.
Duties and Responsibilities:
Incumbent assists in overseeing Legislative Affairs Division's daily operations. Incumbent establishes objectives and performance goals and assesses the effectiveness of operations. Participate in planning, developing, and instituting short-and long-term plans and work projects. Incumbent represents the Director at meetings and conferences and ensures that the Director's views are accurately reflected and interpreted. Incumbent supervises the Board Attorneys and Legislative Attorney and sets assignments and priorities and ensures the appropriate utilization of human resources. Incumbent assists in establishing performance standards and feedback systems, evaluates the work of staff through performance measurements and identifies the need for and provides training. Incumbent approves requests for leave, makes recommendations for appointments, promotions, and dismissals, and implements corrective actions. Incumbent assists in devising a system of controls, keeping carefully documented records, and using a computer-based system to manage records and generate narrative and statistical reports, graphs, charts, etc.
Incumbent advises and counsels the boards and commissions. Incumbent attends the meetings of the boards and commissions, review investigative reports prior to submission to the boards and commissions and advise the members, accordingly, conduct legal research and prepare legal memoranda, briefs, etc. Incumbent makes recommendations for modification to office policies, procedures, work processes, and methods. Incumbent drafts legal documents on substantive matters of an urgent nature, providing summary analyses of issues and recommendations for consideration of the Legislative Director. Incumbent assists in preparing responses for the Director and Legislative Director to confidential and sensitive inquiries. Incumbent monitors legislation before the Council of the District of Columbia and track regulations. Incumbent assists in responding to inquiries from Councilmembers and members of the public, including industry stakeholders.
Qualifications and Education:
Possession of a Juris Doctorate (JD). degree from an American Bar Association (ABA) accredited law school.
Must have at least five (5) years of post-J.D. professional experience.
Licensure/Certification:
Must be an active member in good standing of the District of Columbia Bar or must be admitted in another United States jurisdiction, be eligible to waive in, and be admitted into the District of Columbia Bar within 365 days of their appointment. An appointee to the Legal Service position shall remain a member in good standing of the District of Columbia Bar during their employment in the Legal Service.
