Job Responsibilities:
  • Represents ORS in proceedings before the Public Service Commission in matters including but not limited to those concerning jurisdictional water, wastewater, electric, telecommunications, and gas utilities, and jurisdictional transportation carriers. Presents position of ORS in each proceeding through presentation of witnesses for direct examination, oral argument, cross-examination of other parties' witnesses, and preparation of briefs and proposed orders.
  • Prepares and drafts pleadings and documents required for filing cases, filing motions, and setting forth the position of ORS. Conducts extensive trial or hearing preparation, including drafting of pleadings, discovery, legal research, witness preparation and preparation of pre-filed testimony. Also engages in negotiation and preparation of agreements such as settlement agreements, confidentiality agreements, complaint settlement, or mediation of issues.
  • Provides legal advice to ORS staff members and agency members on matters and issues which arise on day-to-day basis.

This position advises in planning overall legal or administrative activities within the agency. Also handle complex issues or litigation on a regular basis. Limited supervision is necessary. Must be able to communicate accurately and effectively in both oral and written form including testifying in formal hearings.

Minimum and Additional Requirements:
A juris doctor degree or its equivalent from an accredited law school and a member of the S.C. Bar.

Preferred Qualifications:
Practice in Utility law or before a Regulatory Commission preferred.

Additional Comments:
  • Position requires limited travel, out of town lodging, and attendance at night meetings.
  • Must possess a valid driver's license.
  • All ORS employees are required to attend ethics training annually for continued employment.
  • All ORS employees are prohibited from owning equity in regulated utilities, unregulated communications providers, or their contractors.
  • Must be able to lift 20 pounds and climb a 10-foot ladder.
  • Employee's hours will be 8:30 am – 5:00 pm, Monday - Friday minimum, and office presence is required.
