Job Summary:
Hybrid work schedule available, up to 50% telework depending on business needs. Telework can be outside of the state of Minnesota if the candidate lives in a state bordering Minnesota and lives 50 miles or less from the primary work location. Primary work location will be the Golden Rule Building in St. Paul.

The position will provide legal counsel to the Insurance Division of the Department of Commerce through the Legal Services Division. The position advises the Insurance Division managers, supervisors, and staff and coordinates with other agency legal counsel and the Attorney General's Office. The position will conduct legal and policy research, engage in the rulemaking and legislative drafting processes, work with division leadership and staff and other attorneys in the division, and produce written products for a variety of audiences and purposes.

Qualifications:
Minimum Qualifications:
  • Two (2) years of legal experience in litigation and/or administrative law in a law firm, government, or as in house counsel.
  • Juris Doctorate from an accredited law school.
  • Current license and in good standing to practice law in the state of Minnesota is required prior to appointment.
  • Knowledge of the rules of evidence, legal procedure, and legal research methodology.
  • Experience drafting and editing legal documents and briefs (subpoenas, orders for document production and administrative orders), and legal memos.
  • Knowledge of the state legislative process and administrative law and rulemaking.

Preferred Qualifications:
  • Knowledge of and previous experience working with insurance state statutes and federal laws and regulations.
  • Experience planning and delivering complex legal information to non-legal audiences.
  • Ability to learn and understand new and emerging subject matter quickly on demand.
  • Experience working with other state agencies; the Legislature, the legal professional community, advocacy groups, and the public.

Physical Requirements:
Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
