Duties DescriptionProvide legal guidance to the Office of Unclaimed Funds with respect to unclaimed property claims and reporting of unclaimed funds
Minimum Qualifications
- Review, analyze and respond to unclaimed property claims referred to the Legal Division by the Office of Unclaimed Funds (OUF). Review, analyze and respond to legal issues raised by the OUF related to the reporting of unclaimed funds to the OUF under the New York Abandoned Property Law. Provide assistance to the Attorney General in representing OUF in unclaimed property matters required to be determined by the New York Supreme and Surrogate's Court.
- Provide legal guidance to the Bureau of Contracts with respect to Pre-audit of State Contracts
- Respond to legal issues arising out of the Bureau of Contracts' review of contracts and contract amendments, and vendor responsibility issues. Review and analyze issues raised in bid protests and appeals of agency level bid protest determinations. Prepare bid protest determinations.
- Provide legal guidance to the Bureau of State Expenditures with respect to the Pre-Audit of State Payments
- Respond to legal issues arising out of the Bureau's pre-audit of State payments, its post-audit review of such payments, and the Comptroller's ability to offset debts that are due and owing to the State. Review and edit draft reports prepared by the Bureau.
- Provide General Legal Guidance to the Office of Operations
- Conduct legal research of statutes, decisions, opinions and other legal sources to respond, both orally and in writing, to requests for legal opinions related to OSC Office of Operations. Provide presentations to OSC program staff or other State agency staff on relevant legal issues related to OSC operations.
- Review, Analyze and Comment on Changes in Law and Judicial Decisions that affect OSC Office of Operations
- Review and provide comments on proposed and enacted legislation, and court decisions, that impact OSC operations.

52.6 Transfer:
For a 52.6 transfer to the Senior Attorney, SG-25, you must have one year of permanent competitive service in an approved 52.6 title allocated to a salary grade 23 or above and must have 12 months as an Assistant Attorney 3 OR admission to the New York State Bar AND 24 months of subsequent satisfactory legal experience.

Salary is nonnegotiable.
