About This Role:
The role of the Presiding Administrative Law Judge (PALJ) is to supervise Administrative Law Judges (ALJ) who preside over quasi-judicial hearings on difficult, complex and sensitive matters as provided under the Administrative Procedure Act and other state and federal statutes. The PALJ also supervises legal analysts who provide legal support to the ALJ's. The PALJ participates in policy decisions as a member of the office management team; ensures implementation of OAHA's vision, mission, and values; and performs various administrative tasks associated with case management and personnel issues.
This position is pending Human Resources Division and budget approval.

- in-Depth Knowledge of The State and Federal Laws, Regulations and Policies Governing Medi-Cal and Other Department of Health Care Services (department) Programs, Including Those that Address Provider Reimbursement, and Extensive Experience Adjudicating, Litigating, or Advising the Department on The Most Complex Legal Issues Arising in These Programs.
- In-Depth Knowledge Of, and Extensive Experience Applying, State and Federal Laws, Regulations and Policies Governing Administrative Hearing Procedures (including Prehearing, Hearing and Post Hearing Operational Functions) Applicable to Department Programs and Actions, and Knowledge of Other Intra-Department Appeal and Grievance Processes.
- In-Depth Knowledge Of, and Extensive Experience Identifying, Adjudicating or Litigating, Issues Arising at Intake; E.G., Jurisdiction, Consolidation, Timeliness, Sufficiency.
- Extensive Knowledge of The Legislative and Regulatory Processes.
- Knowledge of The Principles and Theories of Judicial Review of Administrative Actions.
- Ability to Appropriately Assign Incoming Cases to Administrative Law Judges (alj's) and Monitor the Cases to Ensure a Clear Administrative Record Is Established and Maintained, Hearings and Other Matters Are Timely and Efficiently Conducted, Rulings Are Appropriate and Decisions Are Well-Researched, Well-Analyzed, and Well-Written and Comport with Applicable Law and Department Policy.
- Ability to Establish Performance Standards, Train, Mentor and Develop Staff, Motivate and Inspire Staff, and Maintain Staff Accountability.
