Why Does the Job Exist?
The Law Clerk position exists to provide legal support, research and prepare legal documents, and maintain the legal database and legal files as an assistant to the supervising attorney and staff attorneys in the ISC Legal Bureau regarding environmental and water law in the context of state-federal relations and as needed; to work cooperatively with technical and legal staff; to draft legal memoranda, documents, correspondence, track bill analyses and legislation.

How Does It Get Done?
  • Provide general legal clerk support to Managing Attorney, staff attorneys, and contract attorneys in ISC. Organize, assemble and maintain legal files. Prepare, copy, assemble, mail and email legal and other documents to meet court-imposed deadlines.
  • Prepare correspondence as requested by attorneys. Prepare notices of service, and other filings for the attorneys of record.
  • File legal documents with court and ensure that deadlines are met. Assist attorneys in trial preparation, at hearings, trials or mediations/settlement conferences by preparing exhibits and trial notebooks.
  • Provide general administrative support for attorneys, including coordinating travel, depositions, meetings, managing schedules and court filing deadlines, and other tasks related to active cases.

The Interstate Stream Commission and the State of New Mexico.

Ideal Candidate:
  • Experience in handling and prioritizing multiple assignments concurrently and working under tight deadlines with accuracy;
  • The ability to handle new and different tasks as assigned;
  • Provide legal assistance with reviewing, proofreading and filing legal documents;
  • Organize pleadings, memorandum, contracts, and real property agreements, for attorneys;
  • Experience with calendaring for multi attorneys and maintaining a legal calendar;
  • Experience with State budget, contract management, and procurement code.

Minimum Qualification:
  • Bachelor's degree in Paralegal, Legal Science, Business, English, History, Communications, Psychology, and/or Sociology and two (2) years of relevant experience to include the preparation and review of legal documents and legal/policy research and analysis. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling six (6) years may substitute for the required education and experience or current enrollment with at least two (2) semesters in a Juris Doctorate program from an accredited school of law will substitute for required work experience.

  • If Minimum Qualification requires a specific number of "semester hours" in a field (e.g. 6 semester hours in Accounting), applicants MUST have those semester hours in order to meet the minimum qualifications. No substitutions apply for semester hours.

Employment Requirements:
The incumbent in this position will drive a state vehicle and must possess a valid New Mexico Driver's License and a current defensive driving certification.

Working Conditions:
State of New Mexico employees may be impacted by the Public Health Order dated December 19, 2022, which requires facilities licensed or certified by the Centers for Medicare and Medicaid Services ("CMS"), including all hospital types, long-term care facilities, nursing homes, hospice facilities and rehabilitation facilities, as well as assisted living facilities and adult day care settings, to adhere to all COVID-related requirements prescribed by CMS, including, but not limited to masking and staff vaccination.

This position will work primarily in an office setting with extensive exposure to personal computer and telephone usage with extended periods of sitting. Travel will be required. May be stressful at times.
