Summary:
This position is located in DOL - SOL, Division of Management and Administrative Legal Services (MALS) and provides legal advice and litigation services on procurement law, government contracting, suspension and debarment, and related subjects. The attorney represents the Department in bid protests, contract claims and other matters before a variety of adjudicators. The attorney will help address emerging and complex procurement law problems and devise and help implement creative solutions.

Duties:
The attorney selected will join the Procurement Law Counsel team in the Management and Administrative Legal Services Division of the Office of the Solicitor. The attorney will provide legal services on Federal Government procurement and acquisition law matters, help to litigate bid protests and contract claims before the GAO and other forums, advise management officials and the Department's contracting community on government contract issues, and provide legal analysis and support for the Department of Labor's acquisition and procurement integrity policies and programs. The attorney will help advise client agency officials at all levels on complex, sensitive, and fast-moving issues.

Among other duties, the attorney hired will:
  • Assist Department officials to devise and implement creative procurement strategies to address emerging challenges such as pandemic response, meeting high technology and other complex needs requiring coordination across multiple agencies, levels of government and stakeholders, combatting fraud in critical workforce assistance and training programs.
  • Identify, research and analyze procurement or contract law issues and prepare legal opinions to help the Department resolve such issues.
  • Provide legal advice on Departmental procurements, contracts, and related policies, including review of solicitation, contract, and limited-source contract documents.
  • Represent the Department in bid protests at the Government Accountability Office (GAO) or in contract claim actions before the Civilian Board of Contract Appeals. The attorney will also serve as agency counsel assisting Department of Justice trial counsel in contract matters before the U.S. Court of Federal Claims, and the U.S. Court of Appeals for the Federal Circuit.
  • Provide advice to officials and agencies across the Department on government contracts and procurement matters, operations, and systems.

Qualifications:
To qualify for an attorney position, applicants must possess a professional law degree (LL.B. or J.D.); be a member in good standing of the bar of a court of general jurisdiction of a state, territory or possession of the U.S.; and have acquired the amount of experience indicated below for each grade level.

GS-12, one (1) year of progressively responsible legal experience of a professional nature which demonstrates the ability to perform the work at this level.

GS-13, two (2) years of progressively responsible legal experience of a professional nature which demonstrates the ability to perform the work at this level.

GS-14, three (3) years of progressively responsible legal experience of a professional nature which demonstrates the ability to perform the work at this level. At least one year of qualifying experience, at this level, must be specialized experience as defined below.

Specialized experience is defined as experience researching, analyzing and/or litigating legal issues involved in federal procurement and government contracts law.

Note: An LL.M may be substituted for a maximum of one year experience.
