Deputy Public Counsel (Director IV) - Austin
The Deputy Public Counsel performs highly advanced (senior-level) policy administration and management work and provides direction and guidance to staff. Works closely with the Public Counsel on the execution of agency performance measures. Responsible for monitoring Field Operations to ensure consistency and compliance with statutes, rules, policy, and procedures. Work involves specialized knowledge of state government, strategic planning, performance measure monitoring and agency administration. Observes all applicable agency policies and procedures, including adhering to established leave and attendance policies, safety rules and regulations, and use of state property. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

This position:
  • provides oversight to agency program areas and activities; develops and implements techniques for evaluating program areas
  • develops, establishes, and implements agency goals and objectives to ensure consistency
  • reviews drafts of laws, rules, and regulations affecting agency operations
  • coordinates and advises on the preparation of legal opinions and reports; interpretation of laws, rules, policies, and procedures; and plans, develops, implements, and monitors agency policies and procedures
  • supervises Field Operations Director; training implementation; oversees and supervises administrative and operation staff
  • reviews management, productivity, and financial reports and data
  • represents the agency at meetings, hearings, legislative sessions, and coordinates media and legislative requests for assistance; attends meetings with internal and external stakeholders on behalf of the agency
  • reviews and approves management, productivity, and financial reports and data
  • testifies before the Texas Legislative in topics related to agency operations
  • performs related work as assigned

The successful candidate must be able to work in the office to perform job duties, attend meetings, and training, etc.

This is a hybrid position.

Qualifications:
This position requires:
  • graduation from an accredited law school with a Juris Doctor (JD) degree
  • must be licensed as an attorney in good standing with the State Bar of Texas
  • five years full-time legal experience
  • two years' experience managing staff

Education and experience may not substitute for each other.

Additionally, preferences for this job are:
  • experience with the Texas legislative process
  • experience with policy administration
  • two years' experience in State of Texas government
  • three years managerial work experience
  • workers' compensation experience
  • bilingual in English and Spanish language skills (verbal and written)

This position requires demonstrated knowledge of:
  • principles and practices of public administration and administrative procedures for the State of Texas
  • Texas legislative process
  • This position requires demonstrated skill in:
