Position: Deputy City Attorney with the Tobacco Enforcement Operations unit under the Outreach & Restorative Justice Division.
Section: Tobacco Enforcement Operations (TEO) implements the Decreasing Adolescent Tobacco Access (DATA) program funded by a State of California Department of Justice (DOJ) grant. The DATA program aims to reduce the availability of tobacco products to minors by collaborating on enforcement with LAPD and implementing coordinated retailer and community outreach and education.
TEO is located at 201 N. Figueroa Street, 13th floor, in Downtown Los Angeles. This position reports to the Supervising Attorney of TEO. TEO is a part of the Outreach and Restorative Justice Division (ORJD) in the Criminal Branch of the Los Angeles City Attorney's Office. ORJD consists of various restorative justice, alternative sentencing, and diversion programs that address the root causes of criminal behavior and achieve incarceration reduction. The work being done in ORJD is aligned with local, state, and national efforts to promote "smart justice" prevention, intervention, and diversion approaches.
Duties and Responsibilities: The TEO Deputy City Attorney will be responsible for the following:
- Working directly with LAPD to implement coordinated enforcement strategies consistent with the DATA grant scope of work;
- Vertically prosecuting tobacco-related criminal cases including initial file review through final disposition;
- Preparing referrals to LAPD, tracking grant metrics and preparing grant progress reports for DOJ;
- Staying abreast of tobacco-related legislation, tobacco-control policy initiatives, and best practices for reducing youth access to tobacco products;
- Implementing restorative justice principles in the handling of tobacco-related offenses;
- Attending government and community forums related to tobacco control and youth tobacco-use prevention;
- Conducting training and presentations for law enforcement and the community on tobacco enforcement and youth tobacco-use prevention;
- Supporting outreach efforts to City tobacco permit holders including assisting in the preparation of resource materials and handling email and phone inquiries; and
- Assisting with the preparation and oversight of RFP's issued by TEO.
Qualifications: Applicants for this position must have a license to practice law in all of the courts in the State of California. Additional requirements include:
- Strong interest in community health and policy issues related to youth tobacco-use prevention;
- Ability to deal effectively with public officials, departmental personnel, and members of the public and handle a high volume of tobacco permit holder inquiries;
- Knowledge of criminal law and procedure;
- Excellent trial and oral advocacy skills;
- Jury trial experience;
- Strong research and writing skills;
- Ability to draft reports and legal memoranda;
- Must be proficient in the search, entry and updating of cases in the Criminal Case Management System (CCMS);
- Experience using Evidence.com;
- The ability to access and obtain criminal history information on cases, including CCHRS, CalPhoto, NECS and TCIS databases. Selected attorney in this position will be expected to gather this information on their cases as needed; and
- Ability to work independently with minimal supervision and cohesively as a team with staff.
Writing Sample: Candidates are also required to submit a writing sample, which may be a recent brief or legal memo.
Probation: Appointment to this exempt position (non Civil-Service) will be subject to a one (1) year probationary period as required by Section 1050 of the City Charter. Successful completion of the one (1) year probationary period will result in tenure with the office.
