Role Overview:
An American Multinational Conglomerate Holding Company is seeking a highly experienced and specialized legal professional to join our team as Assistant Vice President (AVP), Senior Legal Counsel – Federal Telecommunications & Spectrum Policy. This role requires deep expertise in federal telecommunications regulatory law, with a particular focus on wireless and spectrum policy, transaction reviews, and regulatory compliance.

As a key legal advisor, the AVP will provide strategic counsel to senior leadership and business stakeholders, ensuring compliance with federal regulations and shaping wireless strategy to support An American Multinational Conglomerate Holding Company's growth and innovation. The ideal candidate is an industry-recognized regulatory expert, a proactive problem solver, and a trusted strategic partner.

This role is based in Washington DC targeting in-office presence 5 days/week. No Relocation assistance is available.

Key Responsibilities:
Managing Complex Legal Matters
  • Oversee high-profile regulatory projects, including FCC transaction reviews, spectrum policy compliance, and telecommunications litigation.
  • Ensure An American Multinational Conglomerate Holding Company's business operations align with federal regulatory frameworks while mitigating legal risks.

Providing Strategic Legal Counsel

  • Serve as a trusted legal advisor to senior leadership, corporate development teams, and wireless strategy groups.
  • Provide expert guidance on federal telecommunications law, spectrum allocation, and regulatory approvals for transactions.

Compliance & Risk Management

  • Ensure An American Multinational Conglomerate Holding Company remains compliant with federal telecommunications laws, spectrum regulations, and industry standards.
  • Develop and implement risk management strategies to mitigate potential regulatory challenges.

Contract Review & Negotiation

  • Review, draft, and negotiate significant corporate legal agreements, including spectrum transactions, telecom licensing, and compliance-related contracts.
  • Advise on FCC and federal agency approvals for mergers, acquisitions, and spectrum allocations.

Team Leadership & Internal Operations

  • Mentor and support a team of attorneys and legal professionals, fostering growth and expertise in federal telecom regulation.
  • Lead internal initiatives to enhance legal department efficiency and effectiveness.

QualificationsRequired

  • Juris Doctor (JD) degree from an accredited law school.
  • Active license in good standing to practice law in the assigned state.
  • 8+ years of experience in federal telecommunications law, regulatory compliance, or spectrum policy.
  • Deep understanding of FCC regulations, spectrum transactions, and wireless industry legal frameworks.
  • Experience handling regulatory approvals, risk management, and compliance strategies in telecommunications.
  • Proven ability to engage with federal agencies, negotiate complex agreements, and shape corporate regulatory strategies.

Preferred:
  • Experience in telecommunications, technology, or government regulatory agencies (e.g., FCC, NTIA, DOJ Antitrust Division).
  • Background in leading legal strategy at a Fortune 500 company or AmLaw 100 firm.
  • Experience handling spectrum auction compliance, network infrastructure policy, or federal litigation related to telecom regulations.
