This position is part of the Air Force Elements, U.S. Transportation Command.

As Attorney-Advisor (Contracts), GS-0905-4 you will serve as a senior acquisition law attorney in the Office of the Staff Judge Advocate working for the Chief of Acquisition Law.

Duties:

  • As a ATTORNEY-ADVISOR (CONTRACT) at the NH-0905-4 some of your typical work assignments may include:
  • Provide legal advice and business counsel to the contracting officer, the head of contracting activity (HCA), and other USTRANSCOM personnel involved in any contracting cycle stage.
  • Interpret and apply fiscal law and policies on direct appropriations, revolving funds, and any funding mechanisms for the acquisition of supplies, services, construction, etc.
  • Provide legal advice and business counsel to program managers, portfolio managers, project managers, and other USTRANSCOM personnel engaged in any phase of managing a Command requirement through acquisition.
  • Advocate and represent the Command position in negotiations, meetings, proceedings before courts and administrative tribunals, and alternative dispute resolution (ADR) forums.
  • Provide general legal support, analysis, and advice in various areas, including intellectual property law, fiscal law, electronic commerce, management of information technology (IT), information and operations security, cyber law, business law, and intelligence law.
  • Provide general legal support, analysis, and advice in the areas of transportation law, cargo preference, activation of organic and ready reserve fleet assets, sea and airlift readiness programs, administrative and civil law, and national security law.

  • Licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth is a condition of employment

  • Travel and relocation expenses, if approved, will be paid IAW JTR and AFMAN 36-606
  • Suitable for Federal employment determined by a background investigation. Employee must obtain/maintain a Non-Critical Sensitive (Secret) security clearance

Qualifications:
Qualification standards for attorney positions may be found in DoD Directive 1442.2, "Personnel Actions Involving Civilian Attorneys" at DoD Instruction 1442.02, September 30, 2010 (whs.mil).

Specialized Experience: 1 year experience or education in Acquisition Law or Business Law highly desirable.

Veteran's Preference: There is no formal rating system for applying veterans' preference to attorney appointments in the excepted service; however, the Department of Defense considers veterans' preference eligibility a positive factor for attorney hiring. Education:
You must be a graduate from an ABA-accredited law school, and be in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico Bar.

Additional Information:
Assignments require a Juris Doctorate (J.D.) and, for assignment within the Department of Defense, OGC, or DLSA, active membership in the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. The Military Departments may also extend the requirement for active bar membership to assignment of civilian attorneys within their respective Departments.
