Summary:
This position is located in the Department of Health And Human Services, Office of Inspector General, Immediate Office.

Duties:
Assists the Deputy Director of Congressional Affairs in developing and facilitating OIG's strategic and policy planning related to congressional and legislative matters.

Advises the Deputy Director of Congressional Affairs regarding the ramifications of matters pending before Congress and the Department, including the need for, and development of, OIG strategies to address any such specific issues that may arise.

Maintains regular and direct contact with senior Congressional staff from personal Congressional offices, Committees, or other legislative offices as an immediate liaison.

Leads or assists with the Congressional hearing preparation process, including writing or assisting with the writing of testimony or statements, developing briefing materials, and preparing a witness for a hearing.

Monitors, reviews, and provides legal analysis of congressional and legislative activities in light of Departmental and OIG policies and objectives to identify positive or negative ramifications for OIG.

Reviews and provide legal analysis of OIG work plans, activities, and other products to identify potential congressional and/or legislative issues and make recommendations to advance OIG priorities.

Provides legal analysis and advice on a wide range of legislative mandates and oversight matters affecting the work of OIG.

Develops interpretative and administrative legal opinions and other guidance.

Reviews proposed legislation and legislative technical assistance for legal sufficiency and impact on other programs, procedures and methods of operation.

Provides information for congressional hearings, committee mark-ups, floor action, and technical assistance requests.

Markets OIG work as a resource to Congress by developing and implementing strategies for conducting proactive outreach with members of Congress and their staff.

Develops and coordinate OIG's response to congressional correspondence.

Facilitates OIG's response to Department requests to review Congressionally related documents requiring clearance.

Prepares briefing materials on congressional and legislative matters.

Provides legislative technical assistance to Congress.

Coordinates with Communications on the roll-out of OIG reports, hearing testimony, and other publications.

Reviews proposed or new legislation and consult with the appropriate OIG officials in evaluating the impact of this legislation on OIG programs, authorities, and operations.

Coordinates with OIG components to identify and resolve problems presented by draft legislation.

Prepares summaries for the Deputy Director of Congressional Affairs or staff members, as appropriate, on legislative activities and issues including hearings or legislation, as well as other HHS activities involving congressionally related subjects that have the potential to affect OIG.

Analyzes and synthesize information and data on legislative activities; track and document OIG accomplishments related to legislative activities; and provide status reports to the Deputy Director of Congressional Affairs, senior executive team, and component staff.

Develops interpretive and administrative legal opinions and other guidance relating to Congressional matters.

Provides legal analysis, advice, and assistance on a wide range of Congressional mandates and oversight matters affecting the work of the OIG.

Performs other duties as assigned.

Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
  • Experience advising on matters pending before congress;
  • Experience assisting with the Congressional hearing preparation process; and
  • Provide legal analysis of congressional and legislative activities.
