A Federal Reserve Bank is one of the 12 regional Reserve Banks that, together with the Board of Governors in Washington, D.C., make up the Federal Reserve System. It helps formulate and implement monetary policy, supervises banks and bank and savings and loan holding companies, and provides financial services to depository institutions and the federal government. A Federal Reserve Bank serves eastern and central Pennsylvania, southern New Jersey, and Delaware.Job Summary:
You will support a five attorney in-house legal department with a variety of challenging legal work across several areas including contracts, banking, human resources, law enforcement, freedom of information requests, and compliance. You will perform legal analysis and research and prepare legal memoranda and contracts. You will perform complex tasks under guidance. You will report to the SVP & General Counsel.
What you will do:
- Draft, review and negotiate contracts and other legal instruments.
- Conduct extensive legal research, give oral and written opinions, and make related recommendations.
- Anticipate and guard against legal risks facing the Reserve Bank; work on complex problems and provide creative and compliant solutions; independently pursue action to achieve desired results.
- Support the Reserve Bank's robust ethics compliance program.
- Research current and proposed laws and regulations and provide timely summaries of developments affecting the Federal Reserve System.
- Help prepare operating policies and procedural improvements for the departments and functions within the Reserve Bank and provide practical advice and guidance to departments.
- Help with information requests under the Reserve Bank's Transparency and Accountability Policy.
- Help with internal investigations under guidance.
- Participate in additional responsibilities to support the Legal Department.
What You Have:
Position Requirements:
- Juris Doctorate from an ABA accredited law school
- Member in good standing of Pennsylvania bar
- Minimum of 5 years of experience with a law firm, government or quasi-government agency; experience as in-house counsel strongly preferred
- Excellent analytical, communication, research and writing skills with experience drafting legal documents
- Experience with freedom of information-type policies, administrative law procedure and/or ethics compliance a plus.
- Experience providing legal advice to all levels within an organization
- Strong judgment, work ethic and ability to multi-task, prioritize and follow through on numerous projects simultaneously
- Adaptable, interested in learning new skills, and willing to take on diverse responsibilities; demonstrate a willingness to become a subject matter expert in emerging areas of the law
Education and Experience:
- Minimum of five years of experience practicing Law.
- Juris Doctorate degree from an ABA accredited law school is required.
- Member in good standing of the Pennsylvania Bar.
Other Requirements:
- Participation in Federal Reserve System Workgroups as assigned.
- Occasional travel required.
