Job Description and Duties:
With general direction provided by the Assistant Chief Legal Counsel, perform professional legal work for the State Controller's mandated fiscal programs, State Boards and Commissions, and/or employment related cases.

Duties Performed:
(Candidates must perform the following functions with or without reasonable accommodations.)
  • Provide legal advice, services, and/or legal opinions to the Chief Counsel and/or senior program administrators for seven (7) internal divisions;
  • Provide legal support regarding legal issues relating to the discharge of the State Controller's Fiscal responsibilities as Chief Fiscal Officer;
  • Perform legal research for a full range of Office programs related to the State Controller's responsibilities as a member of eighty-one (81) special boards and commissions to which the Controller serves as a participant;
  • With assistance from Senior Attorney staff, prepare cases for hearings involving sensitive and frequently, complex valuation issues related to tax programs administrated by the Office of the State Controller;
  • Represent the State Controller, when assigned, to evaluate, research, or represent legal issues on behalf of Boards, Commissions, and in support of Legislative Committees, and before hearing officers for a variety of fiscal issues;
  • Meet and confer with legal staff from state departments and local governments to seek resolution of problems of common interest;
  • Assist with preparation of cases, which may result in litigation before Administrative Law Judges, or Superior and Appellate Courts;
  • Develop alternate language for proposed legislation affecting Office programs;
  • Present case studies, legal opinions, and arguments before Legislative Committees relative to the State Controller's position on a variety of statewide fiscal issues when assigned;
  • Travel to and from court appearances, between SCO facilities, or to attend assigned conferences, committee meetings, or hearings scheduled.

This position is located at The Emerald Tower on Capitol Mall, steps from Tower Bridge and is walking distance to the State Capitol. The building offers affordable monthly parking, employee gym access, an amenities center, and a beautiful mid-tower garden terrace. It is conveniently situated only blocks from Old Sacramento, numerous restaurants, a seasonal farmer's market, and the Crocker Art Museum. Overlooking the Golden 1 Arena and Downtown Commons, the office is accessible from Sacramento Regional Transit's light rail and bus systems, with convenient access to I-5, I-80, US 50 & US 99.

This position is eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager. Desirable Qualifications:
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
  • Active Member of the California Bar required;
  • Strong legal writing skills;
  • Ability to conduct sound legal research and statutory analysis;
  • Understanding of the California State statutory laws and provisions of the State Constitution;
  • Knowledge of legal principles and application;
