Applications are currently being sought to fill the position of Associate General Counsel for the Great Lakes Water Authority (GLWA). The GLWA is a publicly owned utility which has entered into long-term lease agreements with the City of Detroit for operation of the regional water supply and sewage disposal systems. On January 1, 2016, the GLWA began providing regional water and sewage services to Southeast Michigan communities. Services are provided to over 125 communities throughout the region, covering eight counties, and representing almost 40% of Michigan's population.Associate General Counsel report to GLWA's General Counsel and are responsible for meeting the GLWA's legal needs in its daily operations. The GLWA has over 1000 employees. Associate General Counsel are at-will employees appointed by and serving at the pleasure of the GLWA's General Counsel.
Associate General Counsel implement, direct, plan, coordinate, and support the drafting of opinions, contracts, legal documents, correspondence and other activities necessary to further legal strategy and support matters impacting the GLWA. The Associate General Counsel position requires a high level of independent judgement, initiative and discretion as well as the ability to develop, support and implement legal strategies, transactions, and litigation. Experience in the practice of law, public sector law, regulatory law, management of complex legal transactions, familiarity with contracts and complex legal documents, property matters and instruments, and/or management of a litigation caseload, are preferred.
The Office of General Counsel and is responsible for the efficient and effective direction operation and management of that Office and its legal support for the GLWA. The Office of the General Counsel is located within GLWA's Administrative and Compliance Area which is led by the Chief Administrative and Compliance Officer.
Requirements:
- Bachelor's degree in any field of study
- Juris Doctor's degree from a law school approved by the American Bar Association
- A minimum of two (2) years of professional experience in the practice of law
Preferred Education and Experience:
- Five (5) years of professional experience in the practice of law
- Supervisory or law office management experience
- Experience in at least two of the following practice areas: Municipal Law, Contracts, Procurement, Litigation, Municipal Bond work, and/or Employment Law
- Legal managerial experience, supervising both in-house counsel and outside counsel
- Legal experience working with a utility
- Membership in the State Bar of Michigan
Other Requirements:
- Must have a valid Driver's License and the ability to drive a motor vehicle on all terrain
- Ability to work irregular hours, commute to GLWA facilities and worksites, and respond to after-hour emergencies and on-call responses and on an on-call basis
